No, Merchant account fees are not included in the Relay Pay fees. Contact your bank to discuss their fees.

What do I need to give my developer or IT person to activate my Relay Pay gateway account?
Your IT person will need your Relay Pay Merchant ID. This will be issued to you when your account is setup.
